The quality of life in our community is directly impacted by the quality of individuals leading our City. That is why the Oceanside Chamber of Commerce plans to actively endorse and fund local candidates with a strong vision and demonstrated strategies for creating a prosperous community.
OUR GOAL: The goal of our endorsement process is to support candidates that share the core values of the Chamber, including the support of free enterprise, a streamlined and predictable regulatory system and an overall environment in which business can thrive.
NOTE: It is important to note that Chamber membership funds or general funds ARE NOT used for contributions to candidates. The Advance Oceanside Political Action Committee will undertake fundraising campaigns in order to provide financial support to candidates.

The Chamber’s Advance Oceanside Political Action Committee (AOPAC) previously known as Business and Community Political Action Committee(BACPAC) has been in existence since 2004. Many people in the community mistakenly believe that it is a new PAC, probably based on the fact that we have just recently begun pursuing the path of endorsing candidates.
In July of 2019, the Chamber Board adopted Policies and Procedures for Endorsing Candidates. These will act as the Chamber’s roadmap on how to engage in the endorsement process.

It is Critical to our Mission
The mission of the Oceanside Chamber of Commerce is to “stimulate economic prosperity and foster a vibrant community”. For this to happen, it is critical that our elected leaders have a strong understanding of the importance of creating a business-friendly environment. The Chamber is viewed as an important thought leader on business issues in our community and therefore our input into the election process is critical.
The goal of our endorsement process is to support candidates that share the core values of the Chamber, including the support of free enterprise, a streamlined and predictable regulatory system and an overall environment in which business can thrive.
We have a Mandate from our Members
In a recent survey, nearly 90% of Oceanside Chamber members indicated that it was important that the Chamber is involved in helping business friendly candidates get elected. More than 50% indicated that it was “extremely important”.
Chamber member input was sought for the development of the criteria of the candidates we would support. This took place through “roundtable” luncheons in which members of Advance Oceanside PAC met with small groups of Chamber members to seek their input on what issues are most important to them and what qualities they want to see in their elected officials.
Our Tax Status Allows the Chamber to Participate in Endorsements
As a 501(c)(6) the Chamber can endorse candidates, with or without a PAC. The PAC is the mechanism that allows us to back up our endorsements with financial support. According to the Association of Chamber of Commerce Executives (ACCE): “Chambers of commerce in the US operate almost exclusively as non-profit entities known as 501(c)(6) corporations. Unlike charities, these 501(c)(6) non-profits have the authority under state and federal tax rules to represent their members in public policy debates. They may lobby and take positions on actual or proposed legislation, subject to local, state and federal laws. Chambers may legally endorse candidates for public office and/or ballot propositions (but most do not). The use of general fund revenues for chamber political and lobbying purposes is strictly regulated. The chief executive or another member of the staff is sometimes a state-registered lobbyist. The portion of any member’s dues investment allocated to direct lobbying is not deductible as a business expense.”

Contributions are not deductible for income tax purposes. FPPC regulations require us to collect and report the name, address, employer and occupation of all donors who aggregate more than $100 in a calendar year. State law prohibits reimbursing donors for their contribution.
