Rep. Mike Levin Introduces Bill to Require NRC Inspectors at Nuclear Power Plants During Spent Fuel Transfers

10/26/2020

San Juan Capistrano, CA – Today, U.S. Representative Mike Levin (D-CA) introduced the Increasing Nuclear Safety Protocols for Extended Canister Transfers (INSPECT) Act. The bill requires the Nuclear Regulatory Commission (NRC) to keep a resident inspector at decommissioning nuclear power plants until all spent fuel is transferred from its spent fuel pools to canisters. While the NRC refused to implement a resident inspector at the San Onofre Nuclear Generating Station (SONGS) during its spent fuel transfer process, Levin’s legislation builds on the lessons learned by that failure and would ensure that other decommissioning plants have the added safety benefit of a resident inspector. The bill mirrors recommendations made by the SONGS Task Force, convened by Rep. Levin in January 2019. Representatives Katie Porter (D-CA) and Harley Rouda (D-CA) cosponsored the bill

COMMERCIAL & INDUSTRIAL PROPERTY OWNER FORUMS

10/21/2020

Picture
In early 2020, the City of Oceanside began the simultaneous process of completing its General Plan Update, creating a Smart and Sustainable Corridors Plan, and developing a community plan for South Morro Hills. Through a Smart and Sustainable Corridors Plan (SSCP), the City will seek to channel future housing and employment growth into the City’s commercial corridors while maintaining the integrity of adjacent residential neighborhoods. Largely funded by a state grant, the SSCP will identify ways to facilitate infill and redevelopment along Mission Avenue, Oceanside Boulevard, and Vista Way. The SSCP will also consider public realm improvements that better accommodate public transit and active transportation, consistent with “complete streets” principles and regional policies that seek to reduce reliance on the private automobile. The Onward Oceanside website was developed to learn more about these projects.

OCEANSIDE QUIET ZONE UPDATE

10/19/2020

Picture
The City of Oceanside has been working through the lengthy process of constructing railroad crossing improvements to meet Federal Railroad Administration (FRA) requirements to establish a Quiet Zone along the North County Transit District coastal corridor (San Diego Subdivision) through Oceanside. In a Quiet Zone, active devices such as gates, signals, and railings warn vehicle and pedestrian traffic of on-coming trains in lieu of the routine sounding of their horns. Train horns will still be used in emergency situations. Cities desiring to establish a Quiet Zone are first required to mitigate the risk by updating crossings to specific standards to ensure safety.
