LATEST COVID-19 CONFIRMED CASES The San Diego County Department of Health posts daily late afternoon updates on confirmed cases in the County. Through Saturday, April 4, 2020, there were 1209 confirmed cases in the County and 29 confirmed cases in Oceanside. These reports are also listed on the City of Oceanside COVD-19 webpages, along with a specific-to-Oceanside graph.  BEACH CLOSURE
The City of Oceanside has determined that a full beach closure is necessary to enforce the San Diego County Health Order dated April 2, 2020. Oceanside Beaches are ordered closed to the public for all activities, including water activities such as surfing, effective midnight tonight, April 3, 2020, until further notice. The Strand will also be closed for walking/driving, except to residents living there in order to access their property. Oceanside beach parking lots are already closed.  April is Critical Time to “Flatten the Curve”
The City of Oceanside wants to emphasize how critical it is that we collectively follow the stay at home order, except for essential needs, throughout the month of April. If you do need to go out for groceries/supplies, here are some tips for protecting yourself and others while picking up what you need. Taking breaks outside for air and exercise is fine, but that means avoiding any unnecessary travel to do so. Take a walk or run in your own neighborhood, while maintaining physical distance from others. There are no group activities. Many activities at home are listed by age at living well at home. We are all deeply concerned about the spread of the coronavirus and its impact on our community, our families, and our loved ones. Please know that the Oceanside City Council, along with our entire City organization, are working with our colleagues in neighboring cities, the county, the state and congressional elected officials, non-profits, and our private sector partners to identify needs, resources, and services for our community. Oceanside’s Emergency Operations Center is activated and responding each day. We are working full speed to respond to the many concerns and needs we are hearing. I appreciate the way our community is coming together to address this situation.
The City of Oceanside instated a hard closure of parking lots west of the train tracks, and a soft closure of beaches. The closure of parking lots has minimized occupancy and increased distancing at the beach. The soft closure of Oceanside beaches means that gatherings are not permitted. Active recreation such as walking, jogging, or surfing is acceptable, but people need to maintain their distance from others and not linger. Beach picnic areas are closed. City playgrounds are closed. Lifeguards are monitoring the beach and making reminders via speaker. Over 75 social distancing signs are placed.
OCEANSIDE CITY COUNCIL VOTES TO TEMPORARILY PROHIBIT EVICTIONSOF COMMERCIAL AND RESIDENTIAL TENANTS3/26/2020
The City of Oceanside held a Special Meeting today to consider and approve an urgency ordinance which provides for a temporary moratorium on residential and commercial evictions arising from the COVID-19 pandemic. Mayor Peter Weiss called for the Special Meeting following the Governor’s executive order that authorizes local governments to pause evictions for renters through May 31, 2020. The Council recognized that many Californians are experiencing substantial losses of income related to COVID-19 and acted to take measures to preserve and increase housing security to protect public health. City of Oceanside to provide temporary relief of water, sewer and solid waste utility services for businesses during COVID-19 pandemic. Oceanside, CA, March 24, 2020 – The City of Oceanside has created a utility service relief program for businesses that must remain closed to the public due to the COVID-19 pandemic. The goal of the program is to support Oceanside’s local business community and provide relief for water, sewer and solid waste utility services by temporarily stopping all utility services and charges.
The City of Oceanside will hold a Special Meeting on Thursday, March 26, 2020, at 2:00 p.m. to consider a ban on residential and commercial evictions during these trying times. Mayor Peter Weiss called for the Special Meeting following the Governor’s executive order that authorizes local governments to pause evictions for renters through May 31, 2020. “We need to protect our residents and business owners during the COVID-19 crisis,” said Mayor Weiss. “We need these protections now to reduce the stress our residents and businesses are already under, and to keep residents from potentially becoming homeless.”
The COVID-19 emergency is causing financial hardships for many Oceanside residents and businesses. The City is working on measures which may help alleviate financial worries.
 In order to limit occupancy due to social distancing regulations and minimize the spread of COVID-19, City of Oceanside playgrounds and beach parking lots will close during the COVID-19 emergency declaration.
CLARIFYING LIST FROM GOVERNOR
On March 19, 2020, Governor Newsom issued an Executive Order directing all to stay home, except as needed to maintain continuity of operations of essential critical sectors and to protect health and well-being of all Californians. The Governor’s Office released a list of job sectors with clarifying details. Essential businesses should also practice social distancing by keeping employees and customers at least six feet apart. Governor Video Update The City Council, City Manager and staff at the City of Oceanside want you to know that we are here and working hard to provide services to the Oceanside community and to safeguard the health and safety of residents. The City's Emergency Operations Center is activated and meeting, reviewing and updating plans and preparations to anticipate and respond to developments in our community. First responders are fully staffed, trained, and protecting our community and responding to calls for emergency service. Oceanside’s water facilities are in full working order and ready to continue meeting the community's needs. Our water treatment processes include filtration and disinfection. This removes and kills viruses, including COVID-19, bacteria and other pathogens.
The Oceanside City Council held a special meeting today to adopt a resolution to ratify the Proclamation of Local Emergency signed Monday, March 16, 2020, by the Director of Emergency Services. This step enables the City to take additional legal, operational, and recovery measures that may be needed to respond to the COVID-19 pandemic that is affecting communities in San Diego County and across the nation.
In accordance with guidance from the County of San Diego and State of California, the Oceanside Parks and Recreation Division is responding to circumstances related to COVID-19 (Coronavirus). As of today, Thursday, March 12, Oceanside Parks and Recreation has suspended all programs and operational hours at all Community and Senior Centers through the end of March. This includes all programs, facility rentals, athletic events, and services. Alternate arrangements will be made for essential services such as the Senior Nutrition Program. Public Lap swim hours will remain in effect as scheduled.

 Applications for the City of Oceanside 2020 Martin Luther King, Jr. Scholarship Program are now available on the City website, at local high schools, and at the Oceanside Public Library. Any graduating high school senior that lives in Oceanside that will attend college after graduation is eligible to apply, regardless of what high school the student attends. The sole requirement for applicants is to have Oceanside residency. Students may contact the scholarship coordinator at their high school for information about the program and return application forms to your school scholarship coordinator. The deadline for submission of applications is April 1, 2020.

Oceanside, CA – The U.S. Bureau of Reclamation has announced a WaterSMART grant award to the City of Oceanside for $1.5 million for the City’s Advanced Metering Infrastructure Project (Phase II).
Oceanside, CA, Feb. 19, 2020 – Today, the City of Oceanside broke ground on Pure Water Oceanside, a project that will purify recycled water to create a new local source of high-quality drinking water that is clean, safe, drought-proof, and environmentally sound. Scheduled to be completed before the end of 2021, Pure Water Oceanside will be the first operating advanced water purification facility in San Diego County.
The Friends of the Oceanside Public Library will hold their Annual Membership Meeting on Tuesday, February 11, at 3:00 p.m. in the Civic Center Library Community Rooms located at 330 North Coast Highway. The meeting is open to the public and Friends of the Library members are encouraged to attend. There will be an informative presentation by Library Director Sherri Cosby, along with a financial review and the election of the 2020 Board of Directors. Light refreshments will be served.

 Yes on Measure K
The Oceanside City Council has placed this Measure on the ballot asking voters to decide whether the City Clerk and City Treasurer should be appointed to office by the City Manager. Under current law, the City Clerk and City Treasurer are elected by City voters to four-year terms. Chamber CEO, Scott Ashton, was one of the signers in support of the Measure. "These two positions hold a great deal of responsibility and should not come down to a popularity contest. The Treasure and Clerk should be hired by our City Manager after a thorough vetting process to ensure that the most highly qualified candidates are selected. In the case of the City of Oceanside, our Treasurer is responsible for a $350 million investment portfolio. What really stood out to me was a 2010 paper by the National Bureau of Economic Research that concluded that “an appointed rather than elected city treasurer reduces city borrowing costs by 13% to 23%", said Ashton. The Chamber's Director of Membership and Young Professionals, Emerald Lowe signed the Rebuttal to the Argument in Against Measure K. Read the Ballot Arguments. No on Measure A The Oceanside Chamber is recommending a vote of No on Measure A. Measure A requires 1.6 million voters to vote whenever someone wants to add as few as six homes to the County General Plan. This measure is opposed by a broad coalition of San Diegans that includes the Democratic and Republican parties of San Diego County, firefighters and public safety leaders, business organizations, as well as community, taxpayer and rural advocates. Yes on Measure B Voting YES on B provides San Diego County residents with a better choice for the development of private property in North County that will be developed one way or the other. Up to 2 million square feet of commercial space and 99 estate-style homes are allowed under the current County General Plan. Instead of the general plan designation, voting YES on B would approve 2,135 homes, 60 percent of which will be affordably-priced for working families. This project was unanimously approved by the San Diego County Board of Supervisors after being thoroughly studied and refined through an open, public process. Read more.
